1893 (Jun) "The China Mail" newspaper wrapper from Hong Kong to Peking, bearing HK QV 2c carmine, paying the newspaper rate 2c, cancelled black B62 obliterator (addressee & address partly cut out). Backstamp black Customs Shanghai (July 1) cds. On front, struck with oval "Shanghai Customs Mail Matter" in red, denoted free conveyance in China for Customs mail on service or mails to Customs officier (otherwise CIP charged inland fee 1 Candareen for incoming printed paper). According the the postal regulations, all incoming mail to Peking must charge and paid by affixed postage stamp in Tientsin. But this may probably be a Customs related item so a Shanghai Customs Mail Matter cachet was applied in transition via Shanghai. This wrapper believed to be the only example of Customs Mail Matter cachet applying on incoming mail item.
