Israel Postal History - 1948 Advice of Delivery . 2  VF complete cards mailed from M. Shtienbach P.O Box 14 Rishon Le Zion to Otis McAlister Company New Orleans 13. USA. 1) Frank 15 Mil Doar Ivri single stamp tied by July 5 1948 Rishon Postmark with New York transit p/m dated July 10 1948.  2) Frank 15 Mil Doar Ivri tab stamp tied by October 5 1948 Rishon postmark. RARE PAIR. Advice of delivery cards mailed from Israel during 1948 are hard to find.  Avis de réception (English: advice or acknowledgment of receipt) is a postal service returning to the sender a form or card signed by the recipient. This is evidence that the letter was received.  It had existed under various names in some postal entities as early as the late 18th century, and was adopted by the GPU General Postal Union in 1875, and again by its successor, the UPU Universal Postal Union in 1879.
