New Guinea, Stamps of Australia overprinted 1919: Double-rate Cover from Rabaul to Brücken a. d. Helme, Germany bearing fifth setting Kangaroo 3 d. greenish olive, two examples, tied by light "RABAUL -8 SE 21 NEW BRITAIN" cds. In Australia on 1.10.1920 the foreign rate was raised to 4 d. for the first oz and 2 d. for each additional oz. New Guinea usually conformed to Australian rates but the evidence from the covers like this one suggests the 4 d. rate was not imposed until late 1921.
