Discovered only in 1973, an explanation for its existence in comparison to the more commonly found 2½ mm. high overprint, can be found in Brusden White on page 6/172. There are estimated to be just 15 examples of this stamp extant. Cert RPS of Victoria (2012) BW 271xd = $ 12'500.
