Scarce period rate & Austrian-only franking: as of 25 April Austrian currency no longer legal tender; as of 15 May no longer accepted at PO's; as of 17 June 8g & 60g franks were to be returned to warehouses. B/S 29 JU 38 REG HAIFA transit & same day HADAR HACARMEL arr.; cut open at top. In light of closure of Jew. institutions following Anschluss, probable reason "Palestine" not incl. in address.
