War of Independence era gas rationing voucher issued by the religious Bukharian "Rechovot" neighborhood in Jerusalem - this being near "front line" of battle for the city: unused form printed in Hebrew (i.e. not Yiddish) & references "Hatzer" in address section - here literally meaning "yard" as per neighborhood's style & not Hassidic affiliation + 4 attached stubs for each gallon to be issued; printed regulations limit its use to residents of the neighborhood & that the card needs to be stamped by the "Mukhtar" (neighborhood leader) on back in order to be valid; if lost, its holder loses entitlement to gas ration for the month (i.e. up to 4 gallons rationed per month).
