Francis E. Spinner 1854 Handwritten and Signed Letter from Mohawk Valley Bank. Francis Elias Spinner was an American politician from New York. He was Treasurer of the United States from 1861 to 1875. He was the first administrator in the federal government to use women for clerical jobs. Written and signed banking letter requesting funds. VF.
