This remarkable piece seems to unpublished — it is not listed by Pere, Artuk, Ölçer, Uslu-Bayezit-Kara, or the most recent work of Damali. Damali does list a pattern, which he calls a kurush (weight of 16.64g), with the same obverse toughra design (different die), and the reverse with only the mint & date formula (23-K-G4, preserved in the Darphane Müzesi).
